Gujarat Assembly ने GST Amendment और Livestock Feed Regulation Bills पास किए
गांधीनगर, 11 सितंबर 2026: Gujarat Legislative Assembly ने अपने Monsoon Session के दौरान Gujarat Goods and Services Tax (Amendment) Bill, 2026 और Gujarat Livestock Feed, Poultry Feed and Mineral Mixture Regulation Bill, 2026 को मंजूरी दे दी। GST amendment का उद्देश्य tax compliance और refund process को आसान बनाना है, जबकि livestock feed law पशु आहार की quality और safety पर सख्त regulation लाएगा। GST Refund Process होगा तेज Finance Minister Kanubhai Desai के मुताबिक GST amendment को Central GST framework में हुए बदलावों के अनुरूप लाया गया है। नई provisions के तहत inverted duty structure वाले eligible businesses को application के बाद 90% provisional refund सात दिनों के भीतर जारी करने का प्रावधान किया गया है। इससे पहले refund process में 60 दिन तक लग सकते थे। ₹1,000 की Minimum Refund Limit हटेगी Bill में exported goods पर paid tax के refund के लिए मौजूद ₹1,000 minimum threshold को हटाने का भी प्रावधान है। इस बदलाव के बाद exporters ₹1,000 से कम refund amount के लिए भी claim कर सकेंगे। Livestock Feed के लिए Licence होगा Mandatory Assembly ने Gujarat Livestock Feed, Poultry Feed and Mineral Mixture (Regulation of Production, Storage, Distribution, Sale and Quality Control) Bill, 2026 को भी मंजूरी दी। इसके तहत livestock और poultry feed की manufacturing, storage और sale के लिए licence लेना जरूरी होगा। Manufacturers को BIS और ICAR द्वारा तय quality standards का पालन करना होगा। मिलावट पर ₹10 लाख तक Fine और Jail Substandard feed बनाने पर ₹5 लाख तक जुर्माना और licence suspension का प्रावधान है। अगर adulterated feed के कारण किसी पशु की मौत होती है, तो licence cancellation के साथ 7 से 10 साल तक की जेल और ₹10 लाख तक fine लगाया जा सकता है। Farmers को मिलेगी Exemption अपने पशुओं के लिए खुद feed तैयार करने वाले farmers और research purposes के लिए feed तैयार करने वाले institutions को licensing requirements से exemption दी गई है। सरकार का कहना है कि नए कानून का उद्देश्य livestock health, milk productivity और farmers के हितों की सुरक्षा करना है। source – Gujarat Legislative Assembly / Times of India / DeshGujarat जय राष्ट्र न्यूज़
