नई दिल्ली, 19 अगस्त 2026: Cockroach Janta Party (CJP) के प्रवक्ता Saurav Das ने PM CARES Fund में जमा राशि और उसके utilisation को लेकर सवाल उठाए हैं। उन्होंने करीब ₹8,452 करोड़ के corpus का हवाला देते हुए पूछा कि इसका बड़ा हिस्सा fixed deposits में क्यों रखा गया है और इसे सरकारी schools के infrastructure सुधारने में इस्तेमाल क्यों नहीं किया जा रहा।
करीब 93% Corpus Fixed Deposits में
FY 2024-25 के audited accounts पर आधारित reports के मुताबिक PM CARES Fund का closing corpus करीब ₹8,452.06 करोड़ था।
इसमें लगभग ₹7,846.65 करोड़, यानी करीब 93%, scheduled banks के fixed deposits में रखा गया था।
Schools पर Fund खर्च करने की मांग
Saurav Das ने अपने ‘School Thik Karo’ campaign का जिक्र करते हुए कहा कि सरकारी schools में infrastructure की कमियां सामने आ रही हैं और PM CARES के उपलब्ध resources को school development के लिए इस्तेमाल करने पर विचार होना चाहिए।
यह CJP की मांग है; PM CARES के trustees को fund के objectives के तहत disbursal criteria तय करने का अधिकार है।
PM CARES Audit को लेकर भी उठाया था सवाल
इससे पहले 5 अगस्त को Das ने PM CARES Fund और Prime Minister’s National Relief Fund से जुड़ी financial transparency पर सवाल उठाते हुए अधिक disclosure और audit की मांग की थी।
उन्होंने BJP की political funding के sources पर भी सवाल उठाए और कहा था कि CJP अपनी funding disclose करने को तैयार है, बशर्ते ruling party भी इसी तरह transparency दिखाए। ये CJP के राजनीतिक दावे और मांगें हैं।
Official Website क्या कहती है?
PM CARES की official website के मुताबिक fund एक public charitable trust है, जिसका उद्देश्य public-health emergencies, natural या man-made disasters और अन्य distress situations में assistance देना है।
Website यह भी कहती है कि fund को budgetary support नहीं मिलता और contributions voluntary हैं। Accounts का audit independent auditor KKC & Associates LLP द्वारा किया जाता है।
FY 2024-25 में Limited Spending
Published financial accounts पर आधारित reports के मुताबिक FY 2024-25 में PM CARES से करीब ₹87.85 लाख खर्च हुए, जबकि corpus ₹8,452 करोड़ से अधिक था।
इसी gap को लेकर CJP ने सवाल उठाया है कि accumulated funds का इस्तेमाल education infrastructure और अन्य public needs में किस सीमा तक किया जा सकता है।
Fund के उद्देश्य में Emergency और Distress प्रमुख
PM CARES की stated objectives में emergency, calamity या distress की स्थिति में सहायता, healthcare infrastructure, research और affected population को financial assistance शामिल है।
Schools पर सामान्य infrastructure spending इन objectives के तहत कैसे या कब fit होगी, इसका निर्णय trustees और applicable rules पर निर्भर करेगा।
